The Federal Law "On the basis of tourist activities in the Russian Federation" (Chapter II, Art. 4) states that the priorities of the state regulation of tourist activity is the support and development of domestic, inbound and social tourism, as well as tax incentives for the development these types of tourism. This gives hope for a significant revival of domestic tourism market and the further development of tourist and excursion activities in the country.
The modern tourist market requires a new approach to the organization of excursion activities as one of the main tourist products. Tour operators, tour creating a product must have its own original brand, consider the consumer demand and service differentiation. The birth of new routes leads to new tour facilities, diversity of product.
Framing tourist-excursion organization - is the process of breeding and training of skilled workers that are most responsive to the requirements of technology services for tourists and sightseers. An important role is given to the preparation of guides and qualitative development of the most trips, development methodology and techniques of its implementation.
In 1970-1990. scholars and practitioners have carried out the development of theoretical frameworks and research methodologies on key sections of the cultural and educational work. In the articles, brochures and individual works of research institutes outlining problems, principles and features drop-down and refined conceptual apparatus, instructional techniques formulated activities local historians, museum and club employees, guides, trainers of all profiles. And based on this method were determined by cultural and educational work, the end result of which was the publication of such fundamental works as the "Local History", "Museology", "Klubovedenie", "Bibliology". The above publications are recommended for students in higher education as learning tools, but today they are used by almost all the staff of museums, clubs, teachers, ie who devoted his life to teaching and educating people.

We may be disputes about the role of excursions in the life of man, listen to the supporters of this kind of de-politicization of cultural events, excursions subject to change, add, and modify the contents of those excursions, to give a different interpretation of historical events and the individual stages in the life of the country. All this is natural.
In the years went separate editions, where separately consider the theory, methodology and organization of the tour business. Aggregated by the rich experience of the tour agencies unions (travel and tours, excursions desk). A course of "Theory and Practice of the tour business" at the Graduate School of the trade union movement to them. N. Shvernik and Training Institute of the tourism-excursion organizations. Nevertheless, only in 1986 the first edition, published beyond the subordinate organizations of the Central Council for Tourism and Excursions - "Fundamentals Excursion." It was allowed by the Ministry of Education of the USSR as a textbook for students of faculty of Social Sciences teacher training institutes. To be fair to say that the first attempt to collectively address issues of theory, methods and practices of the tour business was made much earlier.  This small book was an application's future quality newspapers. In brief, concise form almost called the book the main issues Excursion - understanding the nature excursions, its aspects, classification, excursion method, symptoms and stages of training trips. For the first time, it was determined that the show, story and movement (motor) are not methods, and basic components (elements) of excursions.
In this book, the author reveals the features of the show and the story, the main methodological approaches of excursion. First outlined the principles of differentiated approach to excursionists, suggested their division into certain groups. The evaluation criteria of excursion sites mentioned in the book, still important to the present. Many proposals have become the basis of organization tour business. To name just a few: as a routine tour of two types of text - and individual control, the role and structure of the methodological development of the main provisions of the training of professional guides.
In 1992, the Russian International Academy of Tourism was released in the light manual "Excursion".  It is recommended for students of training and professional tour staff and specialists of tourist-excursion industry. Circulation was sold, and the author, on behalf of the Academy, significantly expanding the structure of "Excursion", supplemented by a new chapter and prepared a new tutorial that provides ample opportunities for independent work of students of the universities that have specialized in tourism.
The proposed tutorial - the final work of Boris Vasilevich Emelianov (1918-2001 gg.), Who was one of the founders of the tour business in our country.
From 1969 to 1989 he headed the main tour of the Central Council for the management of tourism and sightseeing. In his later years he taught at the Russian International Academy of Tourism.
Textbook first published in 1999, since then reprinted several times. It is perfectly reflected the theory, methodology and practice of the tour business.
